한국청년거버넌스, '제18회 왁자지껄 토론회' 개최

한국청년거버넌스(대표 권혁진)가 개최하는 '제18회 왁자지껄 토론회'가 20일 개최됐다.

곽재신 한국청년거버넌스 정책실장의 사회로 진행된 이날 토론회는 전국 각지의 청년들 40여명이 동시 최대접속해 ‘지방소멸과 청년’에 관한 의제로 △청년이 지방을 떠나는 이유 △지역균형발전 △지역인재전형의 형평성 혹은 역차별 △세종시로의 수도 이전 △다양한 지방소멸을 막기 위한 정부정책 등 폭넓은 논의의 장을 펼쳤다.

이날 참석한 전해철 행자부장관은 영상축사를 통해 “지역이 활력을 되찾기 위해서는 지역의 내일을 짊어질 청년의 시각과 관점에서 정책대안이 모색되는 것이 중요하다”면서 “지방소멸과 청년을 주제로 진행되는 이번 토론회가 당사자인 청년들이 직접 모여 해법을 논의한다는 점에서 의미가 매우 크다”고 평가했다.

아울러“자치단체 현장을 책임지고 있는 행정안전부는 청년마을 가꾸기 청년공동체 사업 등 청년참여형 정책들을 보다 확대해나가는 한편 청년들과 끊임없는 소통을 통해 현장이 원하고 현장에서 효과를 발휘할 수 있는 창의적인 정책들이 마련될 수 있도록 더욱 노력하겠다”고 밝혔다.

오남경 공주시청년네트워크 위원장은 청년들이 지방을 떠나는 이유에 대해 대학교육과 산업경제의 격차 때문이라고 지적하며 “대부분의 비수도권 지방자치단체들이 수도권을 따라가고자 본연의 특색있는 산업과 고유한 정책들을 잃어버리면서 특수한 경쟁력을 상실하는 문제가 발생하고 있어 지방소멸을 부추기는 것 같다”고 말했다.

강기훈 한국청년거버넌스 세종특별자치시본부장은 “문재인 정부가 연방제에 버금가는 강력한 지방분권과 지방자치 구현의 목표를 세웠던 점은 긍정적”이라 평가하며 “메가시티와 같은 새로운 경제산업 발굴 및 교육격차 해소 등 지역별 특색을 살릴 수 있는 차별성 있는 정책추진이 필요하다”고 주장했다.

경기 하남에 거주 중인 임재원 청년은 “지역인재전형이 지방에 청년들을 유입시키거나 유출을 방지하는 방안으로 사용되고 있지만 지방소멸을 해소하는데 실질적인 해결책이 되기에는 어렵다고 본다”며 “지방에서도 청년들이 편리하고 즐길 수 있는 인프라를 구축하여 청년이 살고 싶은 지역을 만드는 것이 급선무”라고 강조했다.

강릉 청년 최미정 학생은 “친구들이 ‘태백산맥을 넘자’라는 이야기를 하곤 하는데, 이는 서울을 다녀온 청년들이 서울에 비해 부족한 인프라에 대한 차이를 느껴서 하는 말”이라고 설명하면서 “차이를 극복했으면 좋겠다”고 말했다.

대전에 거주하는 박석연 청년은 “지방균형 발전을 위해 행정수도를 세종시로 이전하는 것은 위치적 측면에서도 지방의 접근성과 포용력을 높이는데 긍정적이고, 국회 세종의사당 건립이 신호탄이 되어 다른 공공기관의 지방 이전을 가속화한다면 지방소멸 방지에 도움이 될 것”이라며 기대감을 나타냈다.

제주 출신 양준모 청년은 “첨단기술 등 4차산업혁명의 수혜를 받는 대기업을 지방으로 이전할 수 있도록 국가정책을 펼쳐 지역 균형발전을 모색할 필요가 있다”고 말했다.

박지훈 청년은 “지방대학과 지방자치단체의 협력을 통한 지역상생 및 지역특화사업 추진이 필요하다”며 “정부 차원의 산학협력을 통한 일자리 발굴과 주거복지를 통한 주거환경 개선, 생활SOC 인프라 구축에 과감한 재정투자가 요구된다”고 강조했다.

권아름 한국청년거버넌스 강원도본부장은 “청년들 스스로 지역에서 자생할 수 있도록 마을만들기 사업 등 다양한 프로젝트에 참여하고 시도하는 등 자구적인 노력도 필요하다”면서 “수도권과의 교육격차 해소를 위한 정책도 모색되길 바란다”고 밝혔다.

한채훈 한국청년거버넌스 이사는 “군 단위 소도시들의 통합추진, 병원 등 생활 필수 인프라가 소외되지 않는 정주여건 확보, 재정분권 과정에서 부익부 빈익빈 현상 해소를 위해 지방교부세율 인상 등 과감한 제도개선을 통한 지역균형발전을 이루었으면 좋겠다”고 주장했다.
