농식품부, 국제연합 식량농업기구(FAO) 총회 참석(194개 회원국)

농림축산식품부(장관 김현수, 이하 ‘농식품부’)는 6월 14일부터 5일간 영상회의로 개최된 제42차 국제연합(UN) 식량농업기구(FAO) 총회에 참석했다.

FAO 총회는 각 회원국의 각료급 대표가 참석하는 최고 의결기구로, 2년마다 개최된다.

이번 총회는 코로나19 팬데믹 장기화에 따라 사상 최초로 화상회의 방식으로 개최되었으며, 119개국 각료급 인사 등을 포함하여 1,300여 명이 참석했다.

우리나라는 농식품부, 외교부, 해수부, 산림청이 대표단으로 참석하였고, 현장 투표로 진행된 이사회 독립의장 선출은 주이탈리아대사관에서 대응했다.

회원국들은 ‘농식품 시스템 전환-전략에서 행동까지’를 주제로, 기후위기와 코로나19 팬더믹 상황에서 기아인구 감소, 식량불안 대응 등을 통해 2030년까지 지속가능발전목표(SDGs)를 달성하기 위한 노력과 행동을 촉구했다.

취동위(屈冬玉) FAO 사무총장은, 미래의 농업은 과학, 혁신과 디지털 적용이 중요하다고 강조하면서, FAO는 4대 개선(보다 나은 생산·영양·환경·삶)을 위한 지속가능한 농식품 시스템으로의 전환과, 이를 통해 유엔 지속가능발전목표를 달성할 수 있도록 지원해 나갈 것임을 밝혔다.

유럽연합(EU)은 현재 추진 중인 그린딜, 생물다양성 전략을 소개하고 지속가능한 식품시스템에 대한 유럽연합의 의지를 보여주고 있음을 설명하였다. 또한, FAO가 농식품 시스템 전환을 위해 리더십을 발휘하도록 요청하고, 유엔 푸드시스템 정상회의에서의 역할도 강조했다.

미국은 이번 총회에서 기아종식과 식량안보 향상을 위한 논의가 G20, 유엔 푸드시스템 정상회의와 사전 정상회의, 기후변화 당사국총회(COP 26)까지 이어질 것이라고 언급하고, 농업분야가 기후행동과 해결책을 이끌어 2030년까지 온실가스 감축 목표 상향과 개도국에 대한 기후금융을 지원할 계획임을 다시 한번 밝혔다.

이번 총회를 통해 지난 5월 이사회의 논의를 거친 식량농업기구(FAO)의 중장기 로드맵 ‘2022∼31년 전략적 프레임워크‘와 ‘2022~23년 사업예산안’ 등을 최종 승인하고, 각 지역별 총회와 세계식량안보위원회, 농업위원회, 상품문제위원회, 수산위원회, 산림위원회 등 소속 위원회에서 제출한 결과 보고서를 채택했다.

또한, 7개 지역별로 구성된 49개 이사국 중, 우리나라, 중국, 일본, 미국, 이탈리아를 포함하여 올해와 내년 6월말 임기가 각각 만료*되는 총 37개 이사국을 새롭게 선출하였으며, 우리나라는 ’89년 이후 연속 12회 이사국에 선출되었다.

아울러, 이사회의 독립의장 임기도 종료(‘21.6.30.)됨에 따라 로마와 뉴욕에서 현장 투표를 통해 네덜란드 후보자(Hans Hoogeveen)가 총 166표 중 104표를 얻어 최종 선출되었다.

한편, 총회에 우리나라 수석대표로 참석한 박병홍 농식품부 차관보는 기조연설을 통해, 식량안보에 대응하여 국내적으로는 식량 자급기반을 확대해 나가고, 글로벌 식량안보를 위해 기술협력, 공적개발원조(ODA) 등 국제협력을 강화해 나갈 것임을 밝혔다.

또한, 박 차관보는 지난 5월말 우리나라에서 개최한 P4G* 녹색 미래 정상회의와 식량·농업 세션 결과를 FAO 회원국들과 공유했다.
